Unconditional Seasonal Support Project in Kabul: Empowering Vulnerable Households

Introduction:

The Unconditional Seasonal Support Project in Kabul, implemented by the Tawhid Social and Development Organization (TSDO) with support from the World Food Program (WFP), aims to provide essential assistance to vulnerable households in various districts of Kabul province. Through a combination of in-kind food distribution and cash-based transactions, the project ensures sustainable support to those in need. This article provides an overview of the project’s implementation and its approach to targeting vulnerable households.

Implementation Details:

From January to June 2022, the project covered the 11th, 18th, and 20th districts of Kabul province, assisting a caseload of 6,900 households through in-kind food distribution. In the following period, from July to September 2022, the project expanded its reach to the 20th, 21st, 12th, and 4th districts, providing support to 12,000 households in the form of in-kind food.

From October 2022 to June 2023, the project shifted its modality to a cash-based transaction system and focused on the 11th and 9th districts of Kabul province, reaching out to 31,500 households. This approach ensured greater flexibility and allowed beneficiaries to make informed decisions regarding their specific needs. Continuing the project, from July 2023 to June 2024, the focus remained on the 11th and 9th districts, providing support to 7,000 households through cash-based transactions.

Targeting Vulnerable Households:

Tawhid Social and Development Organization (TSDO) formulated Community Committees in both the 9th and 11th districts, adhering to project Standard Operating Procedures (SOP). To allocate assistance effectively, the project disbursed allocations to each district, and TSDO divided these allocations among the vulnerable, most vulnerable, and extremely vulnerable households.

Community members played an important role in the selection process, identifying vulnerable households using a special form. Following the identification, the TSDO survey team visited each selected household, conducting verifications based on the 13 criteria established by the WFP in the OKD application. Once verified, beneficiaries were scheduled for biometric registration, ensuring accurate and reliable data.

Upon uploading the scope/biometric data to the server and clearing any duplications, the list of eligible households is shared with Corporate Partners for distribution every month. Additionally, the project implemented a re-targeting process every six to five months, ensuring that assistance continued to reach those most in need.

Conclusion:

The Unconditional Seasonal Support Project in Kabul, driven by the collaboration between the Tawhid Social and Development Organization and the World Food Program, has successfully extended aid to vulnerable households in various districts of Kabul province. Through a strategic combination of in-kind food distribution and cash-based transactions, the project ensures sustainability and adaptability to different circumstances. By empowering vulnerable communities, the project aims to uplift lives and foster resilience among those who need it the most.

The Sudden Onset Emergency Response Project (SOEP)

The Sudden Onset Emergency Response Project (SOERP), funded by WFP, was awarded to TSDO. The project commenced on February 1, 2024, and is scheduled to conclude on December 31, 2025. This initiative is focused on providing relief to flood-affected families in the central region and southeast zone, covering 12 provinces, including the Lal-Wa-Sarjangul district of Ghor province. An estimated 2,776.79 MT of food commodities have been allocated for distribution to beneficiaries through the cooperating partner.

TSDO is responsible for all activities related to the overall management and execution of the project. This includes tasks such as targeting and analyzing beneficiaries, managing warehouses, repackaging food items, and ensuring the proper handover of entitlements to the beneficiaries. Through this project, TSDO will deliver 11 months of unconditional assistance to 16,828 individuals from 2,404 crisis-affected households.

Expected outcomes:

  • 2,404 highly vulnerable households (16,828 women, men, girls, and boys) will receive support to fulfill their basic food and nutritional needs.
